Regeneration of nuspec includes NuGet.for.MSBuild as dependency

Compiling the project causes the resultant nupkg file to contain a dependency on NuGet.for.MSBuild. This is inappropriate as NuGet.for.MSBuild is only for the compilation of the package not usage of the package.

NuGet should be getting made aware of that development dependency setting on the package. However, I believe it was added in 2.8. If you're using an old version of NuGet.CommandLine, you'll need to upgrade so it takes it into account correctly.

Below is an example of what your packages.config file should look like in your project.
  <package id="NuGet.for.MSBuild" version="1.4.3" targetFramework="net45" developmentDependency="true" />
That developmentDependency="true" setting is what enforces that NuGet doesn't list it as a dependency with the resulting NuGet package.
